Libraries across the county have reduced their opening times to save more than £1.5m.
Cornwall Council has decided to spare its 32 libraries from closure despite plans to save almost £250,000 a year from its £7m budget in the face of government cuts.
Savings will be made by reducing opening hours when demand is at its lowest and cutting money spent on new books.

Helston Community College is to become the first school in Cornwall with trust status.
The college is to come under the control of an independent trust comprising University College Falmouth, Truro and Penwith College, the Truro Diocesan Board of Education and Connexions Devon and Cornwall Ltd.
Cornwall County Council executive will decide on Wednesday whether it should also become part of the trust and support the school in a minority role. At present it has overall control of the school.

Police in Cornwall have launched an operation to crack down on drink driving in Helston and the Lizard Peninsula.
From March to December of this year officers in unmarked cars will be patrolling back roads as part of Operation Sobers.
Residents of the Lizard are firmly behind the campaign and have expressed their support for the spot checks.
PC Dave Vaughan, neighbourhood beat manager for the Lizard area, said: “We will not tolerate drink driving wherever it takes place. There is no safe place to drive after drinking."
